Answer:
My SIL had a motorized cover and insisted that the pool be closed if an
adult were not supervising when her kids were young. The cover was a
tough canvas/rubberized sort of thing. Special Tracks were installed
inside the edge of the pool and it rolled out along those. Easy -- a push
of the button, so it could be done without hassle. Those take down pool
fences are a big production -- so I imagine Mom doesn't take time to put
them up when she is going into the house for 'just a minute'. The
motorized covers don't require any big effort and so are easy to
'enforce'.
