220 vs. 110 for Hot Tub

Question:
Even though the 117,00 BTU heater only recieves a 1/2"pipe? > (30 feet away from the meter)

Answer:
Yes. It's not uncommon for gas appliances to have a gas valve connection smaller than the required pipe size branch. For example: What is usually done is 3/4" pipe is run to a 3/4 x 1/2 tee with a drip leg on the bottom. The 1/2 branch of the tee is connected to the gas valve of the appliance by a short nipple.

Gas piping is sensitive to pipe restriction because of the low pressure pushing the gas. A piping system designed according to code will allow no more than a pressure drop of .5" water column anywhere in the system.
